The Government of Tamil Nadu has officially announced the second phase of its highly acclaimed Chief Minister’s Green Fellowship Programme (CMGFP) 2025–2027. This two-year initiative offers young professionals an unparalleled opportunity to contribute meaningfully to Tamil Nadu’s environmental governance and climate change mitigation efforts.
With applications now open, this fellowship invites dynamic youth to become part of the state’s ambitious mission to foster sustainable development and ecological conservation.

About the Chief Minister’s Green Fellowship Programme
Launched by the Department of Environment and Climate Change (DoE&CC), Government of Tamil Nadu, the CMGFP is a flagship programme designed to harness the potential of young professionals in driving impactful environmental initiatives. The fellowship aims to optimize governance processes, enhance citizen engagement, and support district administrations in implementing mission-mode projects across Tamil Nadu.
Recognizing the importance of youth participation in tackling climate change, this programme draws inspiration from the United Nations’ Joint Framework on Children, Youth, and Climate Change, which emphasizes the critical role young people can play in climate action.
Fellowship Structure and Key Objectives
Under this fellowship, 38 Green Fellows—one for each district in Tamil Nadu—will be recruited. These fellows will work closely with the District Collectors and local administrations to advance environmental policies and ensure effective service delivery.
Role and Responsibilities of the Green Fellows
The Green Fellows will act as critical support to district administrations in executing the following four Mission Mode Projects of the Tamil Nadu Government:
- Green Tamil Nadu Mission
- Tamil Nadu Climate Change Mission
- Tamil Nadu Wetlands Missions.
- Tamil Nadu Coastal Restoration Mission (TN-SHORE)
In addition to supporting these missions, fellows will also be involved in all activities falling under the purview of the Department of Environment and Climate Change. It is important to note that this is a temporary assignment and does not guarantee future permanent employment.
Chief Minister’s Green Fellowship Programme Eligibility Criteria
The CMGFP welcomes applications from highly motivated and qualified candidates who meet the following criteria:
Citizenship: Indian citizens only.
Language proficiency: Strong knowledge of Tamil and English (written, spoken, and oral) is mandatory.
Education:
- Undergraduate degree with at least 70% marks or equivalent CGPA.
- OR a Postgraduate degree in Life Sciences, Environmental Sciences/Management, Ecology/Forestry/Wildlife, Public Policy, Environmental Engineering with a minimum of 70% marks or equivalent CGPA.
Experience:
- For candidates with undergraduate degrees, at least 2 years of paid work experience in relevant fields such as environmental sciences, ecology, forestry, public policy, wildlife, or similar disciplines.
Age Limit:
- General category: Maximum 30 years.
- SC/ST candidates: Maximum 35 years.

Additional Desirable Skills:
- Strong oral and written communication skills in both Tamil and English.
- Leadership abilities, public speaking, and effective writing.
- Data analysis and visualization expertise.
- Proven track record of participation in environmental and climate action initiatives (e.g., afforestation drives, clean-up campaigns, community-based sustainability projects).

Important Note:
- Candidates who served as Green Fellows in the first phase of the programme are not eligible to apply again.
Remuneration and Benefits
Selected Green Fellows will receive an attractive remuneration package:
- Monthly stipend: ₹65,000.
- Travel allowance: Up to ₹10,000 per month (based on actual expenses submitted through the nodal contact official/district supervisor).
No additional allowances are provided beyond this stipend.
Selection Process
The selection process for the fellowship is purely merit-based, following the reservation policy applicable in Tamil Nadu academic institutions.
Selection Stages:
- Shortlisting: Based on eligibility criteria and ranking of applicants.
- Interview: Conducted offline at Anna University, Chennai, assessed by an expert panel chaired by DoE&CC. The interview process will be recorded.

Terms of Contract and Termination
The fellowship is a contractual position for a fixed period of two years. The contract may be terminated under the following circumstances:
- Failure to join on the official start date.
- Unauthorized leave exceeding two consecutive days.
- Submission of false information or involvement in fraudulent activities.
- Misconduct or indiscipline.
- Performance appraisal falling below 50% for two consecutive review periods.
Fellows wishing to terminate the contract early must give two months’ prior notice or refund one month’s stipend.
